Citizen Charter
The RTI is an official document that clarifies the services provided by the Gram Panchayat to the public and the time frame for their provision. It can be considered as a transparent contract between the Panchayat Governing Body and the people. It will clearly state the application forms required for each service provided by the Panchayat, such as birth and death certificates, marriage registration, building permits, various pensions, etc., the documents to be submitted, the fees to be paid, and the maximum time taken to receive the service.
It also mentions the official to whom the complaint should be filed if the service is not received within the specified time. Usually, people from the Panchayat Secretary to the Performance Audit Supervisor are part of the grievance redressal mechanism. This document, which should be displayed in a visible manner for the public in all Panchayat offices, enables the people to claim and exercise their rights under the Right to Service Act. The objective of the RTI is to ensure an efficient administration by reminding citizens to fill out applications completely and pay taxes correctly.
